Subject: Able to Upload but not delete other photos

We have a car club. The individual members need the ability to upload their own photos, but I don't want them to be able to modify or delete photos uploaded by other members.
If delete would appear, they should be allowed to delete only their own photos.
Is this possible?

Each person uploading will be a "Member" in DNN4. On the Module settings on the page, I would like to click View to Everyone and Edit for the Members.

Each member may have 2 or 3 photos of a car show, and all of the photos should be shown on the same page (in the same Category). The website will be the place where all the photos for that show are gathered, then the Newsletter author can pick & choose which ones to use for the Club Newsletter.
